About HaiPhai

An operating institution, built for the AI transition.

HaiPhai brings operating judgment, domain expertise, enablement, governance, and AI engineering into one embedded partnership.

HAIPHAI

DIRECT ANSWER

What is HaiPhai?

HaiPhai is an institution-led AI operating partner. It combines operating strategy, clinical and regulatory context, organizational enablement, governance, and production AI engineering in one embedded team. Senior practitioners remain accountable from the first diagnostic through live operation.

THE INSTITUTIONAL THESIS

AI is not a software rollout. It changes how knowledge moves, how work is performed, and where judgment is exercised. Those changes must be designed and operated together.

01

Work alongside

The operating team is not an audience for recommendations. They help shape the system and retain ownership of the work.

02

Build in context

A useful system reflects the organization’s language, evidence, tools, constraints, and decision rights.

03

Operate what matters

Deployment is an early milestone. Value depends on maintenance, observation, adaptation, and accountable use.

SENIOR OPERATORS

The institution leads. A small senior team remains accountable for the work across operating strategy, clinical and regulatory context, and production AI engineering.

OPERATOR

John T. Garcia

Founder & Managing Partner

John T. Garcia is the founder and managing partner of HaiPhai, where he leads every engagement from first diagnostic through the operating partnership. He builds the AI most firms only advise on — commercial analytics platforms, clinical tooling, internal agents — then runs it inside live programs across fundraising, regulatory strategy, and commercialization. Half engineer, half operator: he ships the tool and sits in the room where it’s used. His thesis is blunt — companies lose on operational overhead, not on their science — so he goes straight at the overhead.

PHYSICIAN-SCIENTIST

Rob Freishtat, MD, MPH

Clinical & Regulatory Partner

Rob Freishtat, MD, MPH, is HaiPhai’s clinical and regulatory partner and the physician-scientist behind its work in clinical, regulatory, and translational workflows. A published researcher with more than 110 peer-reviewed publications, he is Chief Medical Officer at Alpha Rose Therapeutics, CEO of RareLabs — a precision-medicine lab de-risking ultra-rare disease programs — and principal investigator on active rare-disease research. He doesn’t theorize about clinical AI; he deploys it into trials, lab operations, and validation while the science is still live. When HaiPhai says “biotech-native,” Rob is what that means.

AI ENGINEER

Paul Mikulskis

Technical Partner, Head of AI Engineering

Paul Mikulskis is HaiPhai’s technical partner and head of AI engineering, responsible for the production AI architecture, ML serving, and platform build behind every engagement. As CTO of DepthChartIQ he has designed and operated production machine-learning systems end to end. He builds on the client’s own stack, inside their VPC and their security posture — which makes him allergic to demos that don’t survive contact with production. If it has to run at 3 a.m. without him, Paul designed it that way.

THE CONVERSATION

Bring the operating problem that matters: the workflow, decision, or organizational friction another isolated tool will not resolve.
